Could you be a little more explicit please...

Here in the city we have two Internet feeds -- one through AT&T which we use for municpal traffic, and one through the State's education network that we use for the schools and libraries. Because of the requirements of the Children's Internet Protection Act (CIPA) the State network has a content filtering system. Individual municipalities have control over how their traffic is filtered. I am the filtering administrator for the city.

When someone at one of the schools tries to go somewhere on the web that the filtering system blocks, they get redirected to a State web page that tells them why they've been blocked, and provides a link to an online form where they can request that the administrator review the site. All of these review requests wind up in my email inbox. Below is one that I received yesterday morning. The very last line is what the user entered as their reason for requesting administrative review...
