My first thought was "that can't be the Citadel I think it is".

It isn't...it's the descendant of the Citadel I think it is.

(Citadel and similarly designed BBS systems were very popular in the Puget Sound area when I was a kid with a 300bps modem.)

Yes, it has quite the pedigree. :) Not only is it a world-class collaboration system now, but there are still Citadel BBS sites running. Try visiting http://uncensored.citadel.org (or better yet, telnet to it) to see one that's been running for 22 years.

Yes indeed. I decided to move off of a terminal-based mail package (pine), and wanted something web-based, with easier integration of anti-spam tools than sendmail.

...I have the Apache Project's Spam Assassin downloaded, but not yet installed.

So far, so good with Citadel. Its BBS roots make it a little odd as an email platform, but once you look at it the right way, a lot of neat possibilities become apparent.

The results of the 'checking the weather' test are dependent upon what part of the year you run it in.

The results of the 'checking under the bed' test are random. Sometimes it finds dust bunnies; other times it finds lunatics and monsters. :)
